Call for applications: Youth Delegate from the Belarusian democratic forces

The Congress of Local and Regional Authorities of the Council of Europe announces a call for applications to participate in the Rejuvenating Politics programme in 2026.

Within the programme, 46 youth delegates from different countries will be selected, including a representative of the Belarusian democratic forces, who will take part in the 50th and 51st sessions of the Congress.

The decision to appoint a youth delegate from the democratic forces of Belarus starting from 2026 is one of the outcomes of cooperation between the delegation of the Belarusian democratic forces to the Congress, which includes members of the Coordination Council of Belarus, the Belarusian National Youth Council “RADA” and the Congress of Local and Regional Authorities of the Council of Europe.

👤 Who are we looking for?
Young people who:

  • have a clear connection to the Belarusian democratic forces;
  • are actively involved in civic, youth, educational, or local self-government activities;
  • are interested in youth participation in democratic processes;
  • are ready to represent the perspective of Belarusian youth at the European level;
  • live outside Belarus;
  • are able to participate in both Congress sessions (50th and 51st): 28.03–02.04 and 24–29.10.

📌 Important: Candidates must be ready for public visibility. Information about the participation of the youth delegate in the Congress sessions will be communicated publicly, including through the organisers’ communication channels.


Financial conditions of participation

The organisers aim to provide support to the delegate in covering participation-related expenses. Participation in the second session will be accompanied by full coverage of costs (travel and accommodation).
As for the first session, the conditions for cost coverage are still being clarified and will depend on the availability of additional resources. It is possible that the participant may need to cover the costs related to participation in the first session independently.

📝 What does the application include?
Candidates must:

  • complete the official application form;
  • answer questions about their motivation, experience, and vision of youth participation in democratic life;
  • record a short video (up to 30 seconds) answering a question about their expectations from participation in the programme;
  • a letter of recommendation (in English) from an organisation the applicant is affiliated with will be considered an additional asset.
